10 The Urban Council has shown some impatience about the delay in

formulating final proposals. The ten elected members walked out

of a Council meeting on 3 March in formal protest. In view of the

publicity given to this incident, we can expect local government

reorganisation to be raised with the Secretary of State by the

Press. We understand that it will not be raised in the discussions

with officials and unofficials, but it is possible that the Governor

may mention to the Secretary of State the way in which his thoughts

are running. Speaking notes are provided for use with the
