It is recommended that the Secretary of State's cbject during

this mecting should be to impress upon the representatives of Hong

Kong the earnest desire of the British Government to support

Hong Kong in every way possible and his personal concern with and

interest in Hong Kong's problems. It is thought that the

following questions may be raised.

a) Hong Kong's position in its commercial relations with
