Possible Visit to Hong Kong
I would prefer you not to give any intimation to Executive Council until the Japanese arrangements have been finalised. We have their agreement in principle and details should be resolved fairly quickly. I agree that the visit should be presented publicly as primarily a rest stop. (Subject to paragraph 2 below I hope I may in fact use it as a rest and that
no other official engagements need be undertaken,
although I should be ready to see the press after lunch and before my departure if you thought that desirable).
