(i) Cypher, DWS Services and Telephones: The Embassy Registry will be open daily from 0800 hours until required, and the Embassy switchboard will operate from 0800 hours until midnight. Cypher and DWS facilities will be provided on a 24 hour basis by the Embassy staff, who will be reinforced by one DWS Operator and one Cypher Officer from Singapore; the DWS Regional Officer, Singapore, will also be in Tokyo for one of his periodic visits when the Secretary of State is there.
Communications Department are also arranging for appropriate facilities in Osaka in the event of any traffic having to be repeated there from Tokyo between 21 and 23 April, although it is envisaged that there should be very little.
(ii) Bag Services: The sole appropriate
classified Bag to Tokyo closes at the FCO on Saturday, arriving on the following Wednesday.
Both Posts: One member of the party will be appointed Special Courier for the round trip. The Embassy at Tokyo are being asked to arrange for any Special Courier facilities which may have to be provided between Tokyo and Osaka.
SECURITY
(a) Hong Kong: The Hong Kong Government will be responsible for the general security of the Private Office and for the safe overnight custody of classified material when the Private Office has closed. During the day the Private Office will be covered by the normal Government House Guard. combination lock security cupboard will be required.

(b) Tokyo: The Embassy will be responsible for the general security of the Private Office and for the safe overnight custody of classified material. A United Kingdom based security guard will be required by day for the Private Office. A combi- nation lock cupboard will also be required.
(c) Both Posts: The Hong Kong Government and the Embassy, Tokyo will also be responsible for the provision of any safe-hand services required.
