I took the opportunity of my recent visit to Japan to spend two
days in Hong Kong. This was the first time a Foreign and Commonwealth Secretary had visited the Colony.
I had no official engagements other than two informal meetings
one with the Governor and senior British officials and the other with
the unofficial members of the Executive and Legislative Councils.
I had a good talk with the Governor.
The administration of the Colony runs well given the limitations
imposed by our inability, because of China, to make any move towards
self-government or independence.
