The following is the position on proposed visits to or

from countries with which SEAD is concerned.

Outward Visits

Mr. Kershaw will be leading our delegation to the annual

Colombo Plan Conference, which this year is in Manila on

1 3 December. He is considering whether Parliamentary

business will enable him to fit in one or two brief visits to

countries receiving British aid on his way home.

Mr. Royle

has just returned from Cambodia and Thailand and of the countries dealt with by SEAD, Burma is the only possible potential candidate. There is not I think a strong case for a Ministerial visit, however (and in view of the reports of Ne Win's illness and the possibility of trouble, we should need to look at

this carefully).

3. Thanat Khoman asked Mr. Royle whether the Prime Mini ster might be able to pay a short visit to Bangkok on his way back from the Commonwealth Prime Ministers' Conference in Singapore

in January. The Prime Minister is being informed, but we do

not yet know his decision.
