The following is the position on proposed visits to or from countries with which S.E.A.D. is concerned.

Outward Visits

2. The Colombo Plan Conference in Manila has been postponed until 6-16 February 1971. Mr. Kershaw, who was to have led our delegation, is currently visiting South Vietnam. It is not yet known who will lead our delegation in February.

Inward Visits

Burma

3. General Ne Win and his wife arrived in London on 28 November for a private visit and expect to be in Britain for about a montu. The Prime Minister has offered a meeting (he in fact has a lunch in mind) but tuis depends on the length of the General's stay in hospital. (He entered hospital on 30 November for treatment for urinary trouble

not, this time, for his heart.)

Colonel Maung Shwe, Minister for Industries, is here on a short private visit linked with General Ne Win's affairs. IAD are arranging one or two visits to factories at Burmese request.

5. Colonel Maung Lwin, Deputy Minister for National Planning, is here as leader of a Burmese mission whose object is to sell rice to African countries. His dates were given as 1-18 December but no request for any assistance has been made.

Colonel Hla Phone, Deputy Minister of External Affairs and water of a similar rice selling mission, to the Middle East, was here do a week in November and paid a courtesy call on Mr. Royl0
