General Report on Meetings
Generally, the Mission was very well received and all those involved from the Hong Kong authorities were extremely forthcoming in the various discussions.
Two meetings were of particular value, the first arranged by
་
Mr J J Robson at the P W D, and the second arranged by lr A J Shephard at the Transport Commission. Both these extended through a full morning, the former being oonfined to P W D personnel, including Mr Wilkins, the latter being attended by virtually the whole technical team, i.e. Transport Commission, P W D and Consultants.
At these meetings, various matters arising out of the Reports were discussed and the thoroughness and competence with which the whole project had been pursued by the Hong Kong authorities clearly emerged.
The meeting with Mr G C M Lupton, the Deputy Economic Secretary, was, not unnaturally, somewhat more tentative, and that with Sir John Cowperthwaite was primarily social, although the scheme was, of course, referred to in general terms.
From these discussions, it we clear that all those technically involved in the problems of transport were stisfied that the adoption of a mass transport system along the lines proposed in the modified Reports would provide the only possible solution to a problem that was becoming steadily more pressing. From the facts and figures that were made freely available to the Mission, its Members were satisfied that this judgement was likely to be sustained.
