In copy of a letter of 9 September from Hooker
of ECGD to you, we are asked for our views on
political and commercial problems which are likely
to be raised in connection with the proposed Hong
Kong Underground Railway project.The Financial
Secretary of the Government of Hong Kong, Sir
John Cowperthwaite, has told the Legislative Council
in Hong Kong that it is unlikely that a decision
on the scheme can be made within the next six
months. It will be looked at very carefully,
especially in view of the termination of the
Fease of the New Territories in 1997.
44. If the Hong Kong Government eventually accept
that the scheme will be a viable one, we can be
quite sure that it will be worth supporting.
