Dear George.

As I think you are aware, a member of the British Standards Institute Technical Help for Exporters Section, Derek Sawyer, has been attached to this office for the last six months. Sawyer's brief was to look into the possibilities for British exporters of machinery in Hong Kong.

One of his final calls was on a senior official of the Hong Kong Government Commerce and Industry Department. During this visit, Sawyer learnt that the Department has prepared a document in association with the Public Works Department on Japanese involvement/investment in Hong Kong. Sawyer was told that the extent of this was of considerable surprise even to members of the Hong Kong Government. When he asked if a copy could be made available to this Trade Commission, his request was refused. could obtain no further particulars.

This document would almost certainly be of considerable interest in connection with the current correspondence concerning the Underground Railway. Presumably it is open to H.M.G. to request that a copy be made available in London. The political inferences from Japanese economic involvement in the Colony are such that I think Whitehall should be aware of it.

If you agree with this assessment, perhaps you would initiate action.
