Thank you for your letter of 5 December mentioning that a document on Japanese involvement/investment in Hong Kong has been prepared by the Department of Commerce and Industry.
2. It may be that this was prompted by our enquiry in telegram 786 to Hong Kong for an assessment of the size and value of the European stake in the Colony. This enquiry was a result of the discussion with Terfloth and Moro, the Italian Foreign Minister, with Sir Hugh Norman-Walker in Hong Kong on 24 November which was reported in Hong Kong's telegram number 81.
3. I enclose for your private information copies of the two telegrams referred to, which you should not, of course, let the Hong Kong Government know that you have seen.

When we recieve the assessment of the size and value of the European stake in Hong Kong which we have asked for, the question of Japanese involvement in Hong Kong will be considered.
