By so doing, the effect would be achieved of separating those provisions which relate to international maritime matters from those which are of purely local application. The intention would be to consolidate all merchant shipping laws in operation in the Colony in one cohesive body, which would include both the U.K. Acts and our own Ordinance.

It will be appreciated that consolidation of these laws is a large undertaking which could take between three to five years to complete. However, before proceeding any further, we should like to have your views on the matter and to obtain your agreement in principle.
