Director of Marine, after due enquiry, to cancel or suspend a local certificate of competency for master or engineer issued in respect of ferry vessels, launches, and river steamers. No such provision exists in Part XIV of the Ordinance which deals with small craft not provided for elsewhere in the Ordinance. Clause 4, which introduces a new section 107A to the Ordinance, will provide for similar powers to deal with those craft covered by Part XIV of the Ordinance.
Rate of conversion of sterling fines under the Merchant Shipping Acts to local currency
Clause 5 repeals the proviso to section 117(2) of the Merchant Shipping Ordinance, which deals with the exchange rate at which sterling fines under the Merchant Shipping Acts, as applied to Hong Kong, are to be calculated in Hong Kong dollars, since this is now covered by section 10 of the Interpretation and General Clauses Ordinance (Chapter 1).

The bill is acceptable to the Fort Committee.

Honourable Members will be asked to advise whether the Merchant Shipping (Amendment) Bill 1970, as annexed, should be introduced into the Legislative Council.
