MEMORANDUM FOR EXECUTIVE COUNCIL

Merchant Shipping Ordinance

(Chapter 281)

MERCHANT SHIPPING (CONTROL OF PORTS) (AMENDMENT)

REGULATIONS 1970

Annexed for the consideration of Honourable Members are the Merchant Shipping (Control of Forts) (Amendment) Regulations 1970.

2

Arising from dredging work associated with the construction of the Cross Harbour Tunnel which is expected to commence in June/July this year, the Hung Hom Fairway will have to be re-aligned in order that vessels moving through the harbour may pass clear of dredging equipment and craft laying the tunnel sections. This re-alignment will be undertaken in the following three stages;

(a)

(b)

(c)

Stage I

When the dredging approaches the Northern extremity of the fairway the buoys marking such will be moved southward to mark the new fairway which will pass close to Kellett Island; its boundaries are set out in regulation 3. This will allow tunnel operations to be carried out across the present fairway.

Stage II

As the dredging operations approach the Northern extremity of the re-aligned fairway prescribed in regulation 3, it will be necessary to divide the fair- way into Northern and Southern Channels. The Northern Channel will accommodate west-bound traffic and the Southern Channel the east-bound.

This division of the fairway and narrowing of the channels will allow work on the tunnel to proceed in the area between the Northern and Southern Channels. The boundaries of the channels are described in regulation 4.

Stage III

When dredging operations approach the Northern extremity of the Southern Channel, the fairway will again be re-aligned to form one fairway with two way channel passing north of the tunnel operations, as prescribed by regulation 5.
