When you lunched with me in London in September, you suggested that, if the application of the United Kingdom Merchant Shipping Act to Hong Kong could be modified to enable ships on the Hong Kong Register to sail with senior officers not of British nationality, the obstacle in the way of registering your ships in Hong Kong would
be removed.
I am informed that, under Section 2(I) of the Hong Kong Merchant Shipping (Aliens Employment) Ordinance, senior officers not of British nationality can be employed in Hong Kong registered ships provided that an exemption certificate is granted by the Governor.

I do not know whether you have considered applying for exemption certificates for senior officers on this basis butt would seem to provide a solution to your problem so that you can register your ships in Hong Kong. I should be interested to know whether you have applied for/exxmption for sehior officers on these lines and the result of your application.
