Mr. Y.K.Pao suggested to Mr. Boyle at lunch
in London in September that, if he were able to employ aliens as senior officers in his ships, it would remove the obstacle in the way of registering his fleet in Hong Kong.
2. The Hong Kong Merchant Shipping (Aliens Employment Ordinance, Section 2(1), provides that Captains,
Chief Officers and Chief Engineers not of British nationality may be employed in ships registered in the

It would seem that, if Mr. Pao can obtain exemption/for aliens in this way, there is nothing to stop hip transfering his fleet onto the llong Kong Register. A draft letter IK XI. XXX is attached which Mr. Aoyle may care to send to Mr. Pao.
