11.33 In deciding the best order of working the various borrow areas, the following factors

should be considered:-

(a) The need for speed and economy, particularily in reclaiming for Stage 1.

(b) The capacity of the stages of reclamation to receive rock in relation to the anticipated

production thereof from the various borrow areas.

(c) For rapid reclamation, the obtaining of fill from more than one source which would

be advantageous since it would enable more plant to be deployed.

11.34 Material from either of the Mainland borrow areas would be cheaper and quicker to get than from Tsing Yi. It is proposed therefore, that only Mainland areas should be used for Stage 1, while Tsing Yi could also be used for Stages 2 and 3. However the quantity from Texaco Peninsula should be as large as the rock content in relation to the reclamation capacity therefor permits, since any land formed in this area would be more valuable, and the cost of getting the fill from there cheaper, than from Tsing Yi.

11.35 Dumping Tsing Yi material from barges would be more economical than unloading it for use in the upper levels of the reclamation, so it is proposed that only this method should be used. This means that a quantity of fill should be reserved in the Mainland borrow areas to bring the reclamation up to level following the dumping from Tsing Yi. This fill should contain an adequate quantity of soft material.

11.36 A possible distribution of fill material from the various sources complying with the foregoing considerations is shown on Table 7. This distribution will be used in this Report for calculating the estimated costs of the Stages.

11.37 The quantity of soft material from the Texaco area shown on Table 7 is the full amount available according to the proposed layout coupled with the site investigations carried out so far. The quantity of hard material required is considerably less than is available. The combined total would be about 60% of what is available, but the actual amount would have to be varied according to the proportion of rock found. A better indication of this could be given by drilling investigations when the Terminal comes to be planned in more detail. Table 7 envisages removing the full quantity from the Lai Chi Kok borrow area.

11.38 The quantities of hard material from Tsing Yi on Table 7 are the maxima that could be accepted by the reclamation. From the limited site-investigation information available at present, the required total of 1.8 million cu.yds should be available from the east Tsing Yi borrow area including at least 1.0 million of soft. Thus there should be no need to get material from the northern area.

11.39 From Drawing 17 it will be seen that it would be necessary to dump the Tsing Yi material from barges for the inner part of Stage 3 before completion of Stage 2 reclamation cuts off sea access. The quantity required to bring that portion of the reclamation up to a level of -3 ft. C.D. would be 300,000 cu. yds.
