11. SOURCES OF FILLING MATERIAL
Government Development Schemes
11.1 A number of major development schemes are planned or are under way from which excavated materials would probably be dumped at the Kwai Chung reclamation. These schemes are listed in Table 6 & could produce over the next five years a total of about 14 million cu. yds. of fill. Schemes involving quantities of under 10,000 cu. yds. are omitted. They are planned to go ahead whether or not the Container Terminal is built and as noted in Chapter 10 there is ample capacity for this material in the present approved reclamation.

Should a decision to construct the Terminal at Kwai Chung be given prior to the comple- tion of these schemes then whether or not the fill would be available for the Terminal would depend on the demand for it elsewhere and the priorities allocated. In the meantime a request has been made to start reclaiming the proposed Terminal area behind the break- water by using whatever soft fill becomes available after meeting more urgent priorities. Although it is not certain yet when material will become available this would enable as much as possible of the area required for the Terminal to have been reclaimed and con- solidated prior to any work commencing on the project. Should the Terminal scheme not go ahead this reclaimed land would be available for sale for industrial use, for which this area is zoned.
Public Dumping
11.3
The majority of the material from this source comes from private site development though some comes from building-demolition work. Its volume is erratic and depends largely on the economic climate of the times. The total from this source dumped into Gin Drinker's Bay reclamation during 1968 was 50,000 cu. yds. and if this figure is taken as the likely amount to be available annually from now on, then 250,000 cu. yds. should be available for reclamation during the next 5 years. As with the material from Government develop- ment schemes, its use for reclaiming the Terminal area would depend on the requirements of other reclamation commitments and the priorities allocated.
Incinerator Ash
11.4 The first Mainland incinerator has recently been completed at Lai Chi Kok and when in full operation it will produce over 100 cu. yd. of ash per day. This ash has been tested and found suitable as reclamation material and it has thus been suggested that as the distance involved is short, it should be dumped at Kwai Chung, preferably behind the existing breakwater in the Terminal area.
