This would be in accordance both with current indications that some packing would be carried out elsewhere and with experience at other ports, where it has been found that the need for such facilities at a terminal tends to build up rather slowly. If more packing- station space was required at the Terminal, this could be provided by additional reclama- tion behind the existing breakwater.
The layout for Stage 1 on Drawing 16 provides for 900 ft. of lighter berths and associated working area, though some of it would have to be given up for a vehicle-ferry berth if required. The Drawing also shows space for offices and workshops to the extent of half the amount proposed in 1966 for 4 berths. There would also be space, not specifically shown, for latrines, a customs area, weighbridges and other miscellaneous facilities. The flyover junction with Kwai Chung Road would be included in Stage 1.
For constructional purposes, Stage 1 has been split into two phases, the first of which could be formed the earlier. Each phase would include one containership berth together with space for a container-marshalling area and a packing station, but office, workshop and lighter-working areas together with the access would be shared. Stage 1 would occupy about 51 acres of formed land, made up as follows:-

These facilities are shown on Drawing 17 in approximately the same proportions as rec- ommended by the Container Committee in 1966, but it is now proposed that the actual allocation to each in Stages 2 & 3 should be considered when the time comes in the light of operating experience with Stage 1 and at other ports. It is considered, though, that Drawing 17 indicates that such an area would be suitable for a container terminal.
