The implementation of the container terminal

scheme as recommended in the Engineering Report would

require certain modifications to the Tsuen Wan and Kwai

Chung Outline Development Plan but it is considered that,

balanced against the growing need for container facilities

in Hong Kong, which is examined in the succeeding

paragraphs, none of these difficulties is of sufficient

moment to affect the proposals for the container terminal

as set out,

As a result of the developments that have taken

place in the container field over the last few months in

general and more particularly as they affect Hong Kong, it

has become clear that a decision must now be taken

urgently on whether or not the recomended scheme for a

container terminal at Kwai Chung should be implemented.

While no comprehensive up-to-date figures are available,

it is estimated that on a world-wide basis the volume of

goods carried by container ships, including converted or

partially converted conventional ships, grew by some 50%

in 1968 and that a similar order of increase will be

evidenced this year. There are an estimated 150 specialised

container ships, capable of moving some 120,000 20-foot

containers, in service or on order at the present time,

with another 96 converted conventional ships, capable

of carrying up to 25,000 20-foot containers as part of

their cargo, also in service or on order. The number of
