When I spoke to you earlier this week about the problem of the container berth capacity for the UK lines (and some of their colleagues) in the Far Eastern Freight Conference, you were good enough to tell me that you would be going out to Hong Kong on Tuesday and would be willing to consider with Blackwell, the Senior Trade Commissioner, how you might raise this, without causing offence, with the Hong Kong Government.

I should be grateful if you would do this and am attaching a brief for this purpose. I have taken the liberty of telling OCL of your visit.
I also attach, with apologies for providing so much paper on what is no doubt just one item for a much larger agenda for your visit, some supplementary information OCL have just given us in reply to our questions. They ask us to regard it as confidential to the FCO and Board of Trade.

I am sending copies of this letter and enclosures to Blackwell in Hong Kong and of the letter and brief only to Hugh Cortazzi and to L Pickles in the Far Eastern Department of the FCO since they were involved at an earlier stage, and also to Gill Brown in Marine and Transport Department and to Keith McQueen here.
