In commenting on a draft Hong Kong Immigration Bill, the Legal Adviser has referred to "the safeguards which were introduced into Hong Kong law as a result of a circular despatch in the thirties (following the recommendations of an official committee) to protect British subjects against arbitrary deportation."
If it is possible to trace this circular despatch it would be very helpful if a copy could be obtained.
