There is no link between our legislation and that proposed for the U.K., but we felt that it might be helpful if we

I should could scan the U. K. proposals whilst considering ours. emphasise that far from having any desire to festina lente, the very opposite is our ambition.

I mentioned your letter briefly to H. E. and he instructed me to ask whether you could let us know what points of principle might cause Ministers concern, and also to reiterate what Denys said in his earlier letter, namely that we are trying to take our Bill to Executive Council early in the New Year certainly before April if at all possible.
