The present rental situation might be alleviated by extending from six months to twelve months the notice required under the Tenancy (Notice of Termination) Ordinance. This would have the advantage of extending security of tenure to both domestic and business tenants and of strengthen- ing their bargaining power during periods of temporary shortage. In order not to discourage new development, it is suggested that any such amending legislation should be coupled with a statement that there is no intention of enacting additional rent increase control legislation. It is appreciated "that this proposal does not fully meet the situation for large to médium

flats which could be alleviated only by a rent 'freeze' of eighteen to twenty- four months.
