Ĉ This scheme was introduced at the begin-

ning of 1968. It is based on 10 offices
staffed by district officers with support-
ing staff. The district officers make
themselves accessible to those living
within their districts with the object
of providing a two-way channel of commun-
ication between the people and the Govern-
ment. The scheme has proved most popular
and is providing a useful avenue for the
ventilation of grievances.
