The Housing Board accordingly recommends:

(i) Management of 14 blocks of Pak Tin Estate should be vested in the

Housing Authority;

(ii) Non-structural improvements should be introduced as far as possible

in the six Mark VI blocks now under consturction;

(iii) The last eight blocks should be constructed according to the Government

Low Cost Housing pattern.

It is not proposed meantime to include in the management experiment three Mark IV blocks already constructed at Pak Tin since these are separated in level from the rest of the Estate and are already under Resettlement management. If the management experiment proves successful, however, the application of new management methods to these blocks would be a logical step in testing any general conversion of Resettlement to a form of Government Low Cost Housing.
