meantime, these sites should be so used in addition to the current recom- mended building programme of 290,000 units. Taking into account the present strain on the building industry and the recent recrudescence of private building the programme, as a whole, may be considered somewhat excessive and consequently should be reviewed during the course of the next year.

In these circumstances it is felt that the correct approach is to fix the building programme at 400, 000 units of Low Cost Housing with the proviso that the 110,000 units included either in respect of all or some of the deferred Kwai Chung estates and of new more central estates will require further reference to the Housing Board, before further action is taken to reactivate or include them in the Fublic Works Frogramme. It is also felt that the Board's recommendation of 300, 000 units of Resettlement accommodation, which does not differ greatly from the amount provided for in the Fublic Works Frogramme, can also be accepted.

Frovision of sites in the vicinity of estates for cinemas and future planning of estates to allow for commercial entertain- ment and other facilities

As regards the provision of sites at more remote resettlement estates with a mandatory requirement for cinema purposes, three criteria have been evolved against which the need for such sales can be reviewed. These are:
(a)
that there is popular demand for such facilities;
(b)
that the site selected is pre-eminently suitable for such facilities; and
(c)
that if the site is not so used, it will not be possible
to supply the desired facilities.

Since these criteria were evolved in 1969, six sites have been approved for tender sale for cinema purposes and of these sites, two have already been sold. It is proposed to continue this approach in evaluating any new proposals for similar sales.

The Board's emphasis upon the need in planning new estates to allow for commercial entertainment and other facilities is also being reflected, for example, in the current planning of the proposed new resettlement estate at Shun Lee Tsuen off the Clearwater Bay Road, and has already attracted dis- cussion in the Land Development Flanning Committee. Action to sell by tender the leases of two-storey restaurants, bank premises and through-bay shops in resettlement estates also reflect the increased awareness of all the depart- ments concerned that the commercial facilities of these estates must be im- proved to cater for the needs of the settlers.
