values related to individual estates rather than on a standard basis, and also importing into the initial rent calculations, for both types of accom- modation, a small additional element to reflect the more popular location of a particular new or converted estate. Honourable Members may recall that in 1969 a similar differential was introduced into the rents for the new Government Low Cost Housing estate at Cheung Sha Wan, and the same action may be expected to be taken at the proposed Tung Tau Tsuen and Ho Man Tin Government Low Cost Housing estates.

It is therefore suggested that as regards this recommendation, no hard and fast decision should be taken on the Board's recommendation as regards Resettlement or Government Low Cost Housing estates overall but that, in framing recommendations on the rents of new estates of both types (including converted Resettlement estates), the Secretariat should be asked to try, in consultation with the departments concerned (and the Urban Council, where it is affected), so far as practicable, to reflect in initial rents the comparative popularity of individual locations.

Removal of anomalies in the public transport fare structure

With the introduction on 1st July 1970 of the revised fare structure for Kowloon Motor Bus routes, and in particular the application of a 20 cent fare to Kwai Chung, the Board's worries about anomalies in the public transport fare structure on the mainland have been substantially removed. It is not therefore considered that any additional action needs to be taken at the present time on this recommendation.

Increase to $700 per annum for the maximum family income limit and a reduction in the minimum family size at Kwai Chung Government Low Cost Housing Estates

As both these recommendations are related, they are dealt

with together in this memorandum.

Set out at Annex E are the rules of eligibility for Government Low-cost Housing approved by Council in February 1969 in connection with the establishment of the Combined Waiting List for Housing Authority accommodation.

The Board's recommendations at Annex A and in Annex C were made in furtherance of its investigations into the demand for Government Low-cost Housing at Kwai Chung which had already produced a recommend- ation in July 1969 (Annex B) that construction of certain new estates at Kwai Chung should be deferred until the Board was in a better position to advise on the likely overall demand and the timescale of that demand. has already been taken to defer the calling of certain tenders in accordance with this recommendation.
