As you will have seen from Sir L. Monson's 'Note for the Record', it was agreed at Mr. Royle's final meeting with the Governor and his officials on 13 October to aim at a report by the Housing Board (even of an interim nature) in a couple of months' time. You are also aware that Lord Shepherd has put down a Question about the Dependent Territories for oral answer on Tuesday 9 December. The procedure in the Lords being
what it is this means that there will be a short debate
on the matter. We shall have to make certain that we
have the report by the Hong Kong Housing Board here in
time for use during that debate.
