"The management of our estates is yet another problem.

These

are complex matters, but it must be tackled and I am glad to hear that

Mr. Henry Hu and his Select Committee together with the Commissioner

for Resettlement are giving this matter their urgent attention.

"In conclusion, let me remind you again of something lir. Burgess

said in his speech when he declared open the one hundredth block in 1959:

he referred to our wealth of people. The life blood of Hong Kong is

her people, Hong Kong is rich in human life, rich in human energy, rich

in achievement and rich in aspiration': the health, homes and happiness

of this wealth of people is the concern of us all.

"The completion of this 500th block is sufficient evidence of

the deteriination and resolve that we have shown in facing up to what

once seemed an overwhelming problem.

"I am confident that this same fir: resolution will be forthcoming

in dealing with the problems of the decade ahead.

"It is now my pleasant duty to declare open the 500th Resettlement

Block and the 50th Estate School."
