As requested, I have drafted a reply to Hong Kong telegram No, 818 on the lines we discussed with Mr. Royle
this morning.

It is by no means clear what "other problems" have
been left unsolved as a result of an undue proportion of the Colony's resources being devoted to housing and
resettlement. But Mr. Royle wants to keep the telegram
short and I have not therefore mentioned this.
