one demands on the part of our population which will enable them to live their lives peacefully, in personal freedom under the Rule of Law.
2. Local Political Involvement
The Hong Kong Government will have to give high priority towards more local political involvement. There will have to be some form of elected representation in the Legislative Council in order to make our young people feel that the government is their government, since the Legislative Council is the body which decides on the laws which govern the lives of the people, and how much taxes should be collected and where the money collected from taxes should be spent towards a better livelihood for the people.
We have been promised for a long time more participation and expansion in local government. We will have to continue urging the Government
to move forward in this respect.
The young people of Hong Kong will be demanding greater involvement in Hong Kong affairs. If they are to feel that Hong Kong is their permanent home in which they will have a hand in guiding the destiny of Hong Kong, they should be encouraged to participate more fully in the activities of the community and in the district in which they reside.
3. More Attention for Youth
The youth of Hong Kong, who represent over half of our population, should be given more and better educational and other opportunities than has been the case in the past. This means that we must plan to provide a better educat..on system, more youth recreation services, better train- ing facilitics for young people to enter industry, commerce, and the other areas of employment in Hong Kong, so that their abilities and productivity can be more fully developed within a shorter span of time.
4. Role of Women
More attention will have to be paid by Government to providing more opportunities for women to serve the community and to give them equality of pay for equal work Towards this end, the Civic Association believe that Hong Kong should follow in a much more vigorous manner than has so far been the case. the example of the United Kingdom in giving equality of pay for equal work in the Civil Service and in Government supported institutions.
5. Long-term Commitment & Planning
There will have to be more long-term commitment and planning on the part of the Government towards improving the people's livelihood and welfare. This of course involves the planning and providing of a superior education system; of better quality public housing; of a more healthy environment by way of reduced pollution, cleaner streets
