CHAIRMAN'S ANNUAL REPORT

The year under review showed some response on the part of the Government towards pressure for reform. Government is now going ahead on the Public Assistance Scheme and the extension of Kaitak runway. Holding legislation on rents in domestic premises has been enacted and labour legislation is making some progress.

In the Festival of Hong Kong and the various youth programmes, Government is expressing more concern over the future of our younger generation. In voicing the aspirations of Hong Kong people, particularly the young people, the Civic Association continues to be dedicated, pragmatic, forthright and in close touch with the people.

INTERNAL ACTIVITIES

To commemorate the Fifteen Anniversary of the founding of the Civic Association, a fund-raising Gala Premiere was held on September 24, 1969 and funds were raised to purchase a permanent Headquarters in the Central District.

A Fifteenth Anniversary Cocktail Party and a Dinner took place on October 24 and 25, 1969 respectively.

On February 26, 1970, the official opening ceremony of the new office at 503 Yip Fung Building took place. The ceremony was officiated by the Association's two Honorary Presidents, Dr. P.F. Woo and Mr. Li Yu Bor.

During the year, a reorganization of district committees was completed. There are now 34 district committees.

EXTERNAL ACTIVITIES

The external activities of the Civic Association covered a wide range of subjects; some of the more important are given below:

1. Compulsory primary education On December 17, 1969, the Association sent a Memorandum on this subject to His Excellency the Governor. follow-up letter was also despatched to Mr. J. Canning, Director of Education, on January 12, 1970.

2. Rent Control On December 8, 1969, a letter was sent to the Colonial Secretary on the need for rent control of domestic premises. Another letter dated December 29, 1969 to the Colonial Secretary drew attention to the difficulties of owners of small factories and business premises in regard to rising rents.
