Urban Council Select Committee Report on the Reform

of Local Government published in 1969)

(To be read and considered in conjunction with the Report at Annex }

PHASE I (1969-71)

(i) Structure of Local Administration The present Urban Council should be re-named "The Hong Kong City Council" and from the start should be responsible directly to the Governor.

The staff of the Council might be obtained by secondment from the Central Government and the Council should be required to reimburse to the Central Government the cost of the staff so seconded.

(ii) Franchise The present franchise should be maintained and elections held on a territorial basis during this phase.

(iii) Composition

8 officials

The Council should consist of:

10 members elected under present franchise 10 additional elected members should be added

during this phase

10 members should be nominated by the Governor.

Council should have complete freedom in selecting

its own Chairman.

(iv) Functions

1. All the functions of the existing Urban

Council should assume full responsibility for public housing and street lighting, with extended powers in the field of licensing.

Council should also assume responsibility

Education

the management of Government

Primary and Secondary Schools in the urban

aspects of social welfare in the urban
