PROPOSALS OF THE HONG KONG CIVIC ASSOCIATION
(1969)
(i) Structure of Local Administration The name of the
Urban Council to be changed to 'Hong Kong City Council',
once a proportion of the rates has been allocated to the
Council. Two elected Urban Councillors to be given seats
on the Legislative Council.
(ii) Franchise Machinery for the automatic registration
of voters to be set up, preferably by 1972, or in time for
the 1973 election at the latest.
(iii) Composition Number of elected Urban Councillors
to be increased from 10 to 14, the election of the additional
four members taking place in 1972.
(iv) Functions The Housing Authority and Resettlement
Department to be integrated into a Department of Public Housing under the City Council (by 1973).
The Social Welfare Department to be made the
responsibility of the Council.
Four unofficial Urban Councillors to be appointed to the Board of Education with a view to the assumption by the Council of responsibility for primary education.
(v) Financial Responsibility A portion of the rates to
be allocated to the Urban Council.
