There have been four such reports-

(1) the Report of an ad hoc Committee of

unofficial members of the Urban Council,

which was published in 1966 (summarised

(2) the Report of an official Working Party,

which was published in 1967 (summarised

3. The Civic Association's proposals appear moderate

and for the most part differ only in degree from

proposals which have come from other quarters.

However, two of their recommendations call for

comment:

-

(a) the proposal that two elected Urban

Councillors should be appointed to the

Legislative Council.

It has long been the aim of the Assoc-

iation to have elected Urban Councillors

sitting in the Legislative Council.

But this is a matter which relates rather

to the problem of widening the basis of

representation in the Legislative Council
