Points to be made with the Governor
and his official advisers
Need to use Urban Council as outlet for those who wish
to participate in local politics. (Paragraph 5 of Hong Kong
telegram No. 457).
2. Need to give Urban Council an adequate range of
functions. (Paragraph 11 of Note).
3. Need to give Urban Council rating powers and financial
responsibilities. (Paragraph 4 of Hong Kong telegram No. 457).
4. Agree that New Territories should be left as they
are with possible exception of Tsuen Wan. (Paragraph 11 of
Note).
5. Is paragraph 2(iii)(B) of Hong Kong telegram No. 457
intended to rule out possibility of creating new local
authority in Tsuen Wan?
6. What line should be taken by Farliamentary Under-
Secretary when meeting Urban Council. (Paragraph 12 of
Note).
7.
How soon does the Governor expect to be in a position
to let us have his proposals? (Paragraph 12 of Note).
