In the transitional period
Government would second staff to the
Council but they would be under Council control;
(j) the earliest date by which the revision could be implemented was April, 1972.
It was pointed out that the Secretary of State had asked to be consulted before the proposals were published. It was agreed that it would be sufficient if the proposals were sent to us simultaneously with their circulation to Executive' Council.
