Local Government

I said that the F.C.0. had no strong

views on the form of any revised system of Local

Government:

we were primarily concerned to see

a decision being reached with the minimum of

further delay. The Governor said that proposals

would be put to the Executive Council, he

expected, during the period of his forthcoming

leave.. He arranged for the officer dealing with

the subject to explain the problems in fuller

detail at my final meeting before I left Hong

Kong. These problems were necessarily of a

detailed nature as the main decisions had already

been taken at official level.
