When Mr. Royle was in Hong Kong in October, the Heung Yee Kuk handed him a letter concerning the question of representation on the Executive and Legislative Councils by New Territories residents. A copy of the letter together with a translation are enclosed. A similar letter was also sent to the Colonial Secretary of this Government just before Mr. Royle's visit. I suggest that a combined reply would be appropriate and enclose herewith a self-explanatory draft for your consideration.
