Further to my saving despatch No 1244 dated
10 November 1970 the District Commissioner, New Territories, who is in close touch with the Heung Yee Kuk has advised that the sentence which reads -
"a number of questions have been asked in
the Legislative Council on New Territories matter recently"
should be deleted from the draft reply and I agree with this advice. Questions raised by unofficials on New Territories matters have, in fact, been infrequent recently not because unofficial members are not interested in New Territories affairs but because other more important issues relating to the Colony as a whole have dominated Council proceedings. The inclusion of the sentence referred to might provide the Heung Yee Kuk with an excuse for further argument on the issue and it would, in my opinion, be preferable to leave it out.
