I returned to you the papers about Mr. Cheong-Leen's
call on Mr. Royle, on which Mr. Royle agreed that we could
tell the Governor of Mr. Cheong-Leen's call.
Mr. Royle has now let me see extracts from the Hong Kong Press (copies attached) showing what Mr. Cheong-Leen said
on his return. You will no doubt wish to take these into
account in the communication to the Governor.
