PENSIONS FOR INDIGENOUS FORMER PUBLIC SERV/ NTS
IN SOUTHERN YEKEN
Paragraph 17 of the ODM paper specifically reccamends thic
the proposals for oxpatriate pensioners should not be extended
to indigenous pensions, However, it takes no sccount of the
Juct that the Defence and Overseas Policy Committee last March,
Following a discussion of memoranda presented by the Foreign and
Commonwealth Secretary (OPD(69)7) and the then Minister of
Overseas Development (OPD(69)9), were generally in favour of
Mr. Stewart's proposal that HMG should assumo de facto responsi-
bility for the pensions of indigenous former public servents in
Southern Yemen (OPD(69) Fourth Meeting, Itoa 4).
2, The Committee, however, invited the Foreign and Commonwealth
Secrotary, in consultation with certain other members of the
Committee, to arrange for a review by officials of all the
different categories of beneficiary proposed with a view to
reducing the total liability es much as possible. Officials
also asked to consider on which vote expenditure should fall chu
whether legislation would be necessary.
3. Te have not yet been able to agree with the CDM on the reply
to the remit quoted above. This has been for two main reasons,
First, it took some six months to complete the factual roviow
roquired by Ministers b.cause of the absence of British records
and other difficulties referred to in CPD(69)7. Secondly, the
