Overseas Pension Policy
Before his departure for the Pacific
Sir Leslie Monson handed to me his copy of your
minute of 19 January and asked me to draft a telegram
to Hong Kong. I attach a draft.
2. I have not seen any need to go into the background
of this exercise since our discussions with the
Governor in December covered this ground. Our
intention, as expressed to the Governor, was to
consult him when we had more or less agreed at
official level what recommendation we would be making
to Ministers. I understand that there is now very
little chance of reaching inter-departmental agreement
on this. This is the reason for the approach adopted in paragraph 2 of the telegram. We may need
to look at this paragraph again in the light of the further inter-departmental meeting which is to take
place this afternoon.
