we offered Kenya. The Treasury question whether there would necessarily

be difficulties such as feared by other Departments over arrangements being ·

called in question whenever aid allocations were reviewed. And since wo

should not be making or announcing a change in our pensions policy, but merely offering aid to meet pension costs which would be offset against

other aid, there would be much less of an invitation to other Governments to change their arrangements; it might well be found that there was little if any reaction outside East Africa. Also, since we should not be

explicitly assuming responsibility for pension obligations, we should be in

a much stronger position to hold the line where we want to, at expatriate

service prior to independence and against pressure for any degree of

retrospection.
