the conditions being designed to protect the prospects of District judges as potential Supreme Court judges on the assumption that similar considerations applied to the appointment of Commissioners, It has been felt by District judges that the appointment of a member of the Hong Kong Bar in circumstances where a District judge could have been appointed represents the thin edge of the wedge and may be prejudicial to their prospects. The Chief Justice has written in somewhat reassuring terms to the District judges and we may hear, no more about this * at the moment, but you may wish to be aware of this
