Extension of the Copyright Act 1956 to Hong Kong
You will recall our previous correspondence on this subject and in particular our letters of 14th March and 14th October 1969.
I notice from a news item in the press that the appeals by Rediffusion (Hong Kong) and the Legislative Council of Hong Kong over the terms of the draft Bill to amend copyright legislation has been dismissed by the Judicial Committee of the Privy Council. If this is so, it now seems to be the time to proceed with the extension of the Copyright Act 1956 to the territory.
The position when we last wrote was that Hong Kong had agreed that Section 40(3) of the Act of 1956 should be extended to them, but we thought it unwise to take this step until the proposed Section 4(2) of the Hong Kong Bill had been settled. There was also the question of whether we should deal with the Design Copyright Act 1968 at the same
time as we extended the 1956 Act to the Colony and we asked you to as- certain the wishes of the Governor on this point.
Will you please consider if this is a suitable time to press the authorities in Hong Kong to let us know their wishes in this matter so that we can resume where we left off in February 1969.
