Would it be possible for you to explain the reason why it has not yet been possible to make the Order in Council extending the Copyright Act 1956 to Hong Kong?

The draft Order in Council and the Bill were agreed by our respective legal advisers last year, and in the absence of any explanation from you, it is very difficult to justify the delay to interested parties in Hong Kong.
