12. Since the Order was drafted several countries have joined the
Conventions and will have to be added to the relevant paragraph. By the time the draft is finally settled it is possible that there will be other changes but at the present time the additions will be:-

New Zealand and Tunisia. (vii) Paraguay.
13. Perhaps you will be good enough to put these comments to the Hong Kong authorities and in particular find out their reaction with regard to Section 40(3) and if possible get us a copy of their intended local ordinance.
