I have been through the attached draft prepared by Mr. Wilford: I have suggested a number of amendments to it which I have embodied in a clean draft which is also attached.
2. The third attachment to this minute is an up-to- date copy of the draft submission referred to in paragraph 1 of Mr. Wilford's draft. This draft submission has been amended in various respects in order to include certain of the comments made by the Governor in his letter to Mr. Wilford of 25 August and certain comments made by the Board of Trade. Because of the length of the submission and of the time factor I have not had a clean draft prepared. However, the amendments are all legible.

I have looked through these papers and have only one further amendment to suggest to the document at Flag T. I suggest that in paragraph 8 the words in squared brackets should be omitted.
2. To save time we have not had the memorandum at Flag Q retyped. I hope that Mr. Royle will accept the document as it stands. In case you or Mr. Royle wish to refer to them the annexes to the memorandum are also attached.
